Torrance roads, crash data and traffic court

What the local roads, speed limits and court mean for your citation in Torrance.

The Census Bureau estimates 138,391 residents in Torrance on July 1, 2025. Interstate 405 crosses the city, and three state highways run through it as city streets: Pacific Coast Highway as State Route 1, Hawthorne Boulevard as State Route 107 and Western Avenue as State Route 213. The city's traffic engineers publish speed zone surveys for all three.

Tickets in Torrance come from two agencies. The Torrance Police Department enforces traffic law on city streets, and the city's traffic engineers send speeding and other violation complaints straight to it. The California Highway Patrol's South Los Angeles Area keeps its office in Torrance, on Hamilton Avenue, and lists Torrance among the communities it serves, with Gardena, Carson and Long Beach. Either way the ticket goes to Los Angeles County Superior Court, and the traffic school rules stay the same.

The California Office of Traffic Safety's 2023 rankings count 647 people killed or injured in Torrance crashes, 32nd of 62 cities of similar size, where 1st is the worst result. Eight pedestrians under 15 were killed or injured, 5th worst in the group, among 43 pedestrians overall, 29th. Bicyclists numbered 36, 24th, and speed-related crashes that killed or hurt someone 70, 44th. These numbers describe the city as a whole, not fault in a particular case.

Torrance does not use speed bumps, humps or cushions on its streets. The city says they delay fire trucks and ambulances and push drivers onto nearby residential streets, so it relies on police enforcement, radar trailers that show drivers their speed, and signs and markings. It reminds drivers that the limit on residential streets is 25 mph even where no sign is posted.

Los Angeles County Superior Court handles Torrance tickets, and its Torrance Courthouse sits in the city at 825 Maple Avenue. In a 2023 release the court announced that infraction arraignments and trials starting at the Torrance Courthouse would be calendared at the Inglewood Courthouse, 1 Regent Street, with a notice to every affected driver, while the Torrance Traffic Clerk's Office stays open for all other services. The Place to appear on your ticket and any notice from the court are what count. Phone help comes from the court's countywide Traffic Call Center at (213) 633-6300, and every Los Angeles County ticket reports traffic school under DMV court code 19463.

The court provides interpreters free of charge. For traffic cases a Spanish interpreter is available at each courthouse, so there is no need to ask ahead, and for Japanese or any other language you request one before your court date. Torrance has signed friendship city agreements with Oshu and Bizen in Japan, and Mirai Traffic School teaches its full course, final exam included, in Japanese.

You have to ask the court for traffic school, and the court leaves it to you to check that you qualify. It charges the bail on your courtesy notice plus its own non-refundable processing fee, and the notice lists the amount due for traffic school when you are eligible. Mirai Traffic School's $24.99 is a separate payment to the school. To qualify you need a valid license, no traffic school for another ticket issued within 18 months of this one, a moving violation worth one point, a speed no more than 25 mph over the limit, and no commercial vehicle or hazardous load.

Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The court sets the due date, and when your ticket qualifies you can ask it for one extension. Afterward, look up your ticket to confirm the certificate arrived, since a certificate still missing on the due date means a closed case and a conviction on your record.

Questions

Frequently asked questions

What drivers ask most about handling a Torrance citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

Los Angeles County Superior Court. Its Torrance Courthouse at 825 Maple Avenue keeps a Traffic Clerk's Office, and the court announced in 2023 that Torrance infraction arraignments and trials would be heard at the Inglewood Courthouse. Your ticket and any court notice name the place, and completions report under DMV court code 19463.

$24.99 covers the online course and final exam, in Japanese, English, Spanish or Russian. The court's bail and processing fee are separate, and your courtesy notice lists them. Enrolling with Mirai Traffic School does not tell the court you chose traffic school, so ask the court the way your notice explains.

The Office of Traffic Safety counts 647 people killed or injured, 32nd of 62 similar cities. Pedestrians numbered 43, 29th, and crashes involving alcohol killed or hurt 50 people, 43rd. The figures describe Torrance's roads overall, not fault or eligibility in one case.

On the date Los Angeles County Superior Court sets for your ticket, and you may request one extension when your Torrance ticket qualifies. Mirai Traffic School reports your completion to the DMV under license E0756, and the court downloads the certificate from there. If the court has no certificate by the due date, it closes the case with a conviction.

Yes. Los Angeles County Superior Court provides interpreters free. Spanish interpreters are at every courthouse for traffic cases, and for Japanese you request an interpreter before your court date.

The Torrance Police Department on city streets, and the California Highway Patrol's South Los Angeles Area on Interstate 405 and the other state highways. Both send tickets to Los Angeles County Superior Court, so the traffic school rules do not change with the agency that stopped you.
