The Census Bureau estimates 13,251 residents in Emeryville on July 1, 2025, on 1.27 square miles of land between Oakland and Berkeley. Interstate 80 runs along the bay side on the Eastshore Freeway, with exits at Powell Street and at Ashby Avenue and Shellmound Street on the Berkeley line, and the MacArthur Maze interchange sits just to the south. Interstate 880 and State Route 13 also reach the city, and San Pablo Avenue, which is State Route 123, crosses its east side.
Tickets in Emeryville come from two agencies. The Emeryville Police Department patrols city streets such as Powell Street, Hollis Street and 40th Street, and the California Highway Patrol's Oakland Area, which names Emeryville among its communities, handles the freeways. Both send tickets to Alameda County Superior Court, and its traffic school rules apply the same way to each.
Many posted limits in Emeryville are new. After an engineering and traffic survey of 19 road segments in fall 2025, the City Council adopted lower limits on April 21, 2026, under AB 43, a state law that lets cities weigh schools, parks, senior centers, business districts and busy walking and biking areas when they set limits. Eight streets went to 15 mph and nine to 20 mph, among them Hollis Street and Shellmound Street. With the 2024 round of cuts, the city says 51 percent of its streets are now below 25 mph, so the limit you remember may not be the one posted today.
The city's Active Transportation Plan, approved in October 2023, counted 33 bicycle collisions and 28 pedestrian collisions in Emeryville from 2017 through 2021. Powell Street, 40th Street and Hollis Street had the highest rate of pedestrian collisions, with six on Powell Street alone, and 12 collisions happened within 1,000 feet of a school. A pedestrian died at Powell Street and Christie Avenue in 2016. The Alameda County Transportation Commission counts San Pablo Avenue among the streets with the most injuries and collisions in the county.
The California Office of Traffic Safety's 2023 rankings put Emeryville 64th of 103 cities of similar size for DUI arrests, with 37, where 1st is the highest. A DUI goes to the court's Criminal Division, not to traffic school.
Emeryville has no courthouse. Alameda County Superior Court hears its adult traffic tickets, and the Wiley W. Manuel Courthouse at 661 Washington Street in Oakland, DMV court code 01440, is the closest of the court's three traffic courthouses. Its Traffic Division clerk's office answers at (510) 627-4700. The other two are in Fremont and Dublin, and your citation and courtesy notice name the one that has your case.
Before any school can help, the court has to allow traffic school. Alameda County Superior Court asks for the bail and a state-mandated traffic school administrative fee before you sign up with a school, and your courtesy notice shows the amounts and the date to finish. Mirai Traffic School's course is $24.99 and is paid separately. The court's conditions are a valid license when cited, no traffic school in the 18 months before, and a moving violation that is not a misdemeanor, with no alcohol or drugs and no required court appearance. Speeding 25 mph or more over the limit does not qualify, which matters on streets where the limit has just dropped to 15 or 20 mph.
After you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Mirai Traffic School appears on the California Traffic Safety Institute list for Alameda County as E0756. Check your case with the court before the date on your notice so there is time to fix a wrong name, license number or court code.
