Oakland freeways, speed cameras and the Washington Street courthouse

What the local roads, speed limits and court mean for your citation in Oakland.

The Census Bureau estimates 440,838 residents in Oakland on July 1, 2025, on 55.96 square miles of land and 22.07 of water. Eastbound Bay Bridge traffic splits at the MacArthur Maze. Interstate 580, the MacArthur Freeway, heads southeast toward Hayward, Interstate 880, the Nimitz Freeway, runs south to San Jose, and the Eastshore Freeway runs north. Interstate 980 starts at Interstate 880 downtown and becomes State Route 24 at Interstate 580, and State Route 13 begins as the Warren Freeway and runs through Montclair toward Berkeley. State Routes 61, 77, 123, 185 and 260 also cross the city.

Tickets in Oakland come from two agencies. The Oakland Police Department patrols city streets, and the California Highway Patrol's Oakland Area, which names Oakland first among the communities it serves, handles the freeways. Tickets from both go to Alameda County Superior Court, and its traffic school rules do not change with the agency.

The Office of Traffic Safety's 2023 rankings compare Oakland with the 15 California cities of more than 250,000 people. Oakland counted 2,013 people killed or injured, 7th of 15, where 1st is the worst result. Hit-and-run crashes that killed or injured someone numbered 499, 1st in the group, and 255 pedestrians were killed or injured, 3rd. Pedestrians aged 65 and over, 45 of them, ranked 2nd.

OakDOT's High Injury Network, updated in May 2024 with crash data from 2017 to 2021, covers the 8 percent of Oakland streets where 60 percent of severe and fatal collisions happen.

Oakland is one of six California cities in a five-year speed camera pilot under Assembly Bill 645. Cameras at 18 locations, on streets that include International Boulevard, Foothill Boulevard, MacArthur Boulevard and Hegenberger Road, began issuing warnings on January 14, 2026 and speeding tickets on March 15, 2026. By July 15, 2026 they had issued 526,324 violations, 193,508 of them citations. Vehicles going 11 mph or more over the limit fell by an average of 70 percent at the camera sites, and about 58 percent of citations were mailed to owners with addresses outside Oakland.

Oakland holds one of the court's three traffic courthouses. The Wiley W. Manuel Courthouse at 661 Washington Street, DMV court code 01440, hears traffic along with criminal, civil, small claims and probate cases, and its Traffic Division clerk's office answers at (510) 627-4700. The René C. Davidson Courthouse at 1225 Fallon Street is also in Oakland but is not a traffic location. Fremont and Dublin hear traffic too, and the courthouse on your citation and courtesy notice is the one that has your case.

Alameda County Superior Court asks for the bail and a state-mandated traffic school administrative fee before you enroll with a school. The court sets both amounts, and the date to finish appears on your courtesy notice. Mirai Traffic School's course costs a separate $24.99. The court looks for a license that was valid when you were cited, no traffic school in the 18 months before this violation, counted from violation date to violation date, and a moving violation that is not a misdemeanor, with no alcohol, drugs, commercial vehicle or mandatory court appearance. Speeding 25 mph or more over the limit is excluded, and so are carpool-lane tickets under Vehicle Code 21655.5.

After you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Alameda County Superior Court points drivers to the California Traffic Safety Institute list, where Mirai Traffic School is E0756. Before your due date, look up your Oakland case and confirm that your name, license number and court code 01440 are right.

Questions

Frequently asked questions

What drivers ask most about handling a Oakland citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

At Alameda County Superior Court's Wiley W. Manuel Courthouse, 661 Washington Street, DMV court code 01440, phone (510) 627-4700. The René C. Davidson Courthouse on Fallon Street is not a traffic location, and the court also hears traffic in Fremont and Dublin, so check your courtesy notice before you go.

No, and you do not need to. Oakland's camera tickets are civil penalties handled by the city, and Vehicle Code 22426 says they bring no violation point, so traffic school has nothing to keep off your record. You pay or protest a camera ticket through the city, which also offers a lower amount or community service.

$24.99 for the online course, final exam included. The bail and the traffic school administrative fee go to Alameda County Superior Court before you enroll, and the court sets both amounts. None of the court's money reaches Mirai Traffic School and none of the course fee reaches the court.

The Office of Traffic Safety counts 2,013 people killed or injured in Oakland in 2023, 7th of 15 large cities. Hit-and-run crashes that killed or injured someone numbered 499, the worst in the group, and pedestrians aged 65 and over, 45 of them, ranked 2nd.

By the due date Alameda County Superior Court sets, which your courtesy notice shows. If proof of completion is missing on that date, the court forfeits the bail, reports a conviction to the DMV and adds a point to your driving record. Mirai Traffic School reports through the DMV's Traffic Violator Course Completion system under license E0756, so there is no trip downtown with a certificate.

The Oakland Police Department on city streets, and the California Highway Patrol's Oakland Area on the freeways. Both send tickets to Alameda County Superior Court under the same traffic school rules. A speed camera ticket is different, because it comes from the city as a civil penalty and never goes to traffic school.
