Hayward roads, crash data and where its traffic court went
What the local roads, speed limits and court mean for your citation in Hayward.
The Census Bureau estimates 157,113 residents in Hayward on July 1, 2025. The city runs from the bay shoreline to the eastern hills. Interstate 880 crosses the west side, and State Route 92 arrives over the San Mateo Bridge, which ends in Hayward and is the longest fixed-link bridge in California at 7 miles, with about 93,000 vehicles a day. Mission Boulevard carries Route 238 into downtown, where since 2013 the Hayward Loop sends northbound drivers up Foothill Boulevard and southbound drivers along A Street and Mission Boulevard.
Tickets in Hayward come from two agencies. The Hayward Police Department patrols city streets such as Tennyson Road, A Street and Hesperian Boulevard, and the California Highway Patrol's Hayward Area covers the southwest portion of Alameda County and its freeways, among them Interstate 880 and State Route 92. Both agencies send tickets to Alameda County Superior Court, which applies the same traffic school rules either way.
The California Office of Traffic Safety's 2023 rankings count 378 people killed or injured in Hayward crashes, 60th of 62 cities of similar size, where 1st is the worst result. Pedestrians break that pattern, with 57 killed or injured and a rank of 19th, and pedestrians under 15 ranked 11th, with 7.
Hayward's 2023 Local Road Safety Plan links unsafe speed to 20 percent of the city's fatal and severe crashes, and it counted 110 drivers or passengers, 53 pedestrians and 10 bicyclists killed or seriously injured from 2017 through 2021. Tennyson Road, Mission Boulevard and A Street see the most pedestrian crashes, and the city says 75 percent of serious injuries and deaths happen on just 14 percent of its roads. The plan aims to end traffic deaths and severe injuries on city roads by 2050.
After three pedestrians died on Hayward streets in February 2026, the City Council held a street safety work session on March 24 and approved a citywide Speed Management Plan on April 7. The plan picks out speed reduction corridors on Hesperian Boulevard, Industrial Boulevard, Huntwood Avenue, Calaroga Avenue and Santa Clara Street. A state Office of Traffic Safety grant that ran through September 2026 paid for police operations against speeding, failure to yield, stop sign and red light running, and improper turns or lane changes.
The Hayward Hall of Justice at 24405 Amador Street no longer takes traffic tickets. It hears family law, civil, small claims and restraining order cases, and in 2011 the court moved Hayward's traffic clerk's office permanently to the Fremont Hall of Justice at 39439 Paseo Padre Parkway. That courthouse uses DMV court code 01430, and its clerk's office answers at (510) 818-7500. Alameda County Superior Court also hears traffic in Oakland and Dublin, so your citation and courtesy notice have the last word.
Traffic school is something you ask Alameda County Superior Court for. The court wants the bail and a state-mandated traffic school administrative fee paid before you sign up with a school, and your courtesy notice shows both amounts and the date to finish. Mirai Traffic School's course is a separate $24.99. You need a valid license when cited, no traffic school in the 18 months before, and a moving violation that is not a misdemeanor and involves no alcohol, drugs or mandatory court appearance. A speed 25 mph or more over the limit rules it out, and any failure to appear, warrant or civil assessment has to be settled first.
After you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Mirai Traffic School is listed as E0756 on the California Traffic Safety Institute list for Alameda County. Before the date on your notice, check your case and make sure your name, license number and court code 01430 match.
