Freeways, crash data and traffic court in San Leandro
What the local roads, speed limits and court mean for your citation in San Leandro.
The Census Bureau estimates 85,353 residents in San Leandro on July 1, 2025. The city lies on the bay between Oakland and Hayward, and Interstate 880, the Nimitz Freeway, and Interstate 580, the MacArthur Freeway, both cross it. Interstate 238 links the two in 2.23 miles. East 14th Street is State Route 185, the highway Oakland calls International Boulevard and Hayward calls Mission Boulevard. Davis Street carries State Route 112 west from East 14th Street, over I-880, to Doolittle Drive, and State Route 61 also passes through the city.
Tickets in San Leandro come from two agencies. The San Leandro Police Department patrols city streets, and a 2024 city staff report put its Traffic Division at one officer and one sergeant. On the interstates and state routes, the ticket usually comes from the California Highway Patrol, whose Dublin, Hayward, Oakland and Redwood City Areas serve Alameda County. Both go to Alameda County Superior Court under the same traffic school rules.
Speed tops the city's own crash list. San Leandro adopted a Vision Zero policy in March 2022 and its first Local Roadway Safety Plan that October. The plan counted 976 injury collisions from 2014 to 2018, 80 of them with someone killed or severely injured. Unsafe speed was the most common cause, in 24 percent of collisions, ahead of right of way violations at 19 percent and improper turning at 13 percent. People on foot were in 16 percent of collisions but 38 percent of the ones that killed or badly hurt someone. The plan named eight hot spots, among them Davis Street, East 14th Street, Doolittle Drive, Washington Avenue and Lewelling Boulevard.
The state figures point the same way. The California Office of Traffic Safety counted 273 people killed or injured in San Leandro crashes in 2023, 58th of 103 cities with 50,001 to 100,000 residents, where 1st is the worst. Pedestrians were the weak spot, with 34 killed or injured, 17th in the group.
On June 17, 2024 the City Council voted for lower speed limits after a study of 67 street segments, and 15 of those segments were set at 25 mph.
No courthouse in San Leandro hears traffic. Tickets from the city go to Alameda County Superior Court, which hears traffic in Oakland, Fremont and Dublin. The nearest by road is the Wiley W. Manuel Courthouse at 661 Washington Street in Oakland, DMV court code 01440, and its Traffic Division clerk answers at (510) 627-4700. The courtesy notice the court mails you names the courthouse that has your case.
Traffic school is a request you make to the court. Alameda County Superior Court asks for the bail and a state-mandated traffic school administrative fee before you enroll in any school. The court sets both amounts, and your courtesy notice shows the bail and the date to finish. Mirai Traffic School charges a separate $24.99. You must have held a valid license when cited, and any earlier traffic school must be for a violation more than 18 months before this one, counted violation date to violation date. The ticket has to be a moving violation that is not a misdemeanor, with no alcohol or drugs, no commercial vehicle and no required court appearance, and a speed 25 mph or more over the limit rules it out. The court makes the call.
Once you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Before the date on your notice, check your case with the court and make sure your name, license number and court code match.
