Fremont roads, crash data and the Paseo Padre courthouse

What the local roads, speed limits and court mean for your citation in Fremont.

The Census Bureau estimates 226,442 residents in Fremont on July 1, 2025, on about 78 square miles of land with about 500 miles of city streets. Interstate 880 and Interstate 680 both cross the city, and at Warm Springs they run closer together than anywhere else in the East Bay, joined by a 1.07-mile stretch of Mission Boulevard signed as State Route 262. North of Interstate 680, Mission Boulevard carries Route 238 through the Mission San Jose and Niles districts. State Route 84 comes in from the Dumbarton Bridge through Newark, follows Thornton Avenue, Fremont Boulevard, Peralta Boulevard and Mowry Avenue, and leaves through Niles Canyon toward Sunol.

Tickets in Fremont come from two agencies. The Fremont Police Department patrols city streets and puts its speed enforcement on high-speed arterials, streets with ongoing speeding and school zones, while the California Highway Patrol's Redwood City, Hayward, Oakland and Dublin Areas serve Alameda County. Either way, the ticket goes to Alameda County Superior Court, and its traffic school rules do not depend on which agency wrote it.

The California Office of Traffic Safety's 2023 rankings count 518 people killed or injured in Fremont crashes, 61st of 62 cities of similar size, where 1st is the worst result. Its composite rank was 62nd, the lowest in the group. Bicyclists are the weaker spot, with 55 killed or injured and a rank of 20th, and DUI arrests ranked 4th, with 114.

Fremont adopted a Vision Zero traffic safety policy in 2015 and an action plan in 2016, and the city reviews every fatal crash. From 2014 through 2025 it counted 87, and it tied 38 of them to reckless driving, which it defines to include speeding 25 mph or more over the limit. Traffic deaths rose after 2020, and enforcement rose in response. In 2025 Fremont police made 134 percent more traffic stops and citations than in 2024, deaths fell from 12 to 7, and the city's fatality rate was 3 per 100,000 residents against 11 nationally.

Fremont has its own traffic courthouse. The Fremont Hall of Justice at 39439 Paseo Padre Parkway is one of Alameda County Superior Court's three traffic courthouses, hears traffic and criminal cases, and uses DMV court code 01430. Its clerk's office answers at (510) 818-7500. In 2011 the court moved Hayward's traffic clerk's office here permanently. Your citation and courtesy notice still name the courthouse for your case.

Traffic school is a request you make to the court. Alameda County Superior Court wants the bail and a state-mandated traffic school administrative fee paid before you sign up with a school, and your courtesy notice shows both amounts and the date to finish. Mirai Traffic School's course is a separate $24.99. The court asks for a valid license when cited, no traffic school in the 18 months before, and a moving violation that is not a misdemeanor, involves no alcohol or drugs and needs no court appearance. Speeding 25 mph or more over the limit is out, the same line Fremont uses for reckless driving, and so are carpool-lane tickets under Vehicle Code 21655.5.

After you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there, so you never carry a certificate to Paseo Padre Parkway. Mirai Traffic School is on the California Traffic Safety Institute list for Alameda County as E0756. Before the date on your notice, check your case with the court and make sure your name, license number and court code 01430 match.

Questions

Frequently asked questions

What drivers ask most about handling a Fremont citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

Alameda County Superior Court. Its Fremont Hall of Justice at 39439 Paseo Padre Parkway, code 01430, hears traffic in the city, and the court also hears traffic in Oakland and Dublin. The courthouse and code on your citation decide, and the Fremont clerk's office answers at (510) 818-7500.

$24.99 for the course and the final exam. The court's bail and traffic school fee are separate, paid to Alameda County Superior Court before you enroll, in the amounts your courtesy notice shows. Keep the court's receipt and Mirai Traffic School's receipt apart, because one does not stand in for the other.

The Office of Traffic Safety counts 518 people killed or injured in 2023, 61st of 62 similar cities. Pedestrians numbered 36, 54th, bicyclists 55, 20th, and speed-related fatal or injury collisions 76, 57th. Next to cities its size, Fremont ranks low on most measures, with bicyclists the main exception.

The Fremont Police Department on city streets, and on the freeways the California Highway Patrol, whose Redwood City, Hayward, Oakland and Dublin Areas serve Alameda County. All of them send tickets to Alameda County Superior Court, so the traffic school rules stay the same whoever stopped you.

No. Alameda County Superior Court excludes speeds of 25 mph or more over the limit, and Fremont counts that kind of speeding as reckless driving in its crash reviews. A lower speed or another moving violation can qualify when the court allows it.

Mirai Traffic School reports it electronically through the DMV's Traffic Violator Course Completion system under license E0756, and the court retrieves it there. If proof of completion misses the due date, the court forfeits the bail, reports a conviction to the DMV and a point goes on your driving record.
