Newark streets, the Dumbarton Bridge and the Fremont courthouse

What the local roads, speed limits and court mean for your citation in Newark.

The Census Bureau estimates 47,895 residents in Newark on July 1, 2025, on 13.92 square miles of land. Newark is an enclave, surrounded by Fremont, and Interstate 880 forms its eastern boundary. The Dumbarton Bridge carries State Route 84 across the bay near Newark and East Palo Alto. It is 1.6 miles long, carries more than 81,000 vehicles a day and collects its toll one way, westbound in Newark.

Tickets in Newark come from two agencies. The Newark Police Department patrols city streets, and the California Highway Patrol's Redwood City, Hayward, Oakland and Dublin Areas serve Alameda County. Both send their tickets to Alameda County Superior Court, where the traffic school rules are the same for each.

Newark's Local Roadway Safety Plan of 2022 studied crashes from 2015 to 2019. It counts 556 injury collisions, 54 of which killed or severely injured someone, and an average of 2 people killed each year. Pedestrians were in 6 percent of injury collisions but 20 percent of the most severe ones. The plan's first crash profile is unsafe speed on arterials with limits of 30 mph or higher, and its key corridors include Cedar Boulevard, Newark Boulevard, Thornton Avenue, Jarvis Avenue, Mowry Avenue and Stevenson Boulevard.

The Office of Traffic Safety's 2023 rankings count 126 people killed or injured in Newark crashes, 64th of 93 cities of similar size, where 1st is the worst result. Speed-related crashes that killed or hurt someone numbered 23, 44th in the group. Bicyclists under 15 stand out, with 4 killed or injured, 9th in the group.

The Newark Police Department says the city has installed automated red light cameras at several intersections, and each violation is recorded in four still photos and a 12-second video clip. For a camera ticket, Alameda County Superior Court says you receive two courtesy notices, one from the red light vendor and one from the court.

Newark has no courthouse. Its traffic tickets go to Alameda County Superior Court, and the nearest of the court's three traffic courthouses is the Fremont Hall of Justice at 39439 Paseo Padre Parkway, DMV court code 01430, where the clerk's office answers at (510) 818-7500. The Hayward Hall of Justice on Amador Street is not a traffic location, because in 2011 the court moved the Hayward traffic clerk's office to Fremont for good. Oakland and Dublin also hear traffic, and your citation and courtesy notice name the courthouse for your case.

To get traffic school, you ask Alameda County Superior Court, which wants the bail and a state-mandated traffic school administrative fee paid before you sign up with a school. The court sets those amounts, and your courtesy notice gives the due date. Mirai Traffic School's $24.99 is a separate payment. You qualify with a license valid on the day of the ticket, no traffic school for another violation in the 18 months before, counted violation date to violation date, and a moving violation in a noncommercial vehicle that is not a misdemeanor, with no alcohol, drugs or required court appearance. Speeds of 25 mph or more over the limit and carpool-lane tickets under Vehicle Code 21655.5 are left out.

After you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The court sends drivers to the California Traffic Safety Institute list, and Mirai Traffic School appears on the Alameda County edition as E0756. Check your Newark case with the court before the due date, and make sure your name, license number and court code 01430 match its record.

Frequently asked questions

What drivers ask most about handling a Newark citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

Alameda County Superior Court. The closest of its traffic courthouses is the Fremont Hall of Justice at 39439 Paseo Padre Parkway in Fremont, code 01430, phone (510) 818-7500. The court also hears traffic in Oakland and Dublin, and your courtesy notice names the courthouse assigned to your case.

The court decides, as it does for any moving violation. Running a red light under Vehicle Code 21453 is a moving violation, and Alameda County Superior Court's traffic school page does not name it among the tickets it excludes. A camera ticket brings two notices, one from the red light vendor and one from the court, and the court's notice lists its traffic school eligibility requirements.

$24.99 for the online course and final exam. The bail and the court's traffic school administrative fee go to Alameda County Superior Court before you enroll, and the court sets both. A course receipt is not proof that the court has been paid.

By the due date Alameda County Superior Court sets, shown on your courtesy notice. If proof of completion is missing by then, the court forfeits the bail, reports a conviction to the DMV and adds a point to your driving record. Mirai Traffic School reports your completion electronically through the DMV's Traffic Violator Course Completion system under license E0756, so there is nothing to carry to Fremont.

Yes. Mirai Traffic School's course runs in all four languages, and the court gets the same completion record whichever you choose. If you fight a Newark ticket in court instead, Alameda County Superior Court provides an interpreter at no charge. Tell the clerk at the filing window when you come in to set a hearing date.

The Newark Police Department on city streets, and the California Highway Patrol on the state highways. Its Redwood City, Hayward, Oakland and Dublin Areas cover Alameda County. Both agencies send tickets to Alameda County Superior Court, so who stopped you does not change the traffic school rules.
