Union City roads, rail crossings and traffic tickets

What the local roads, speed limits and court mean for your citation in Union City.

The Census Bureau estimates 65,282 residents in Union City on July 1, 2025. The city took shape in 1959, when the railroad towns of Alvarado and Decoto incorporated as one. Hayward bounds it to the north and Fremont and Newark to the south, and its 19.4 square miles are all land. Interstate 880 crosses the city with four exits, and State Route 84 also passes through. Mission Boulevard, Route 238, follows the base of the Hayward hills through the Decoto district, and Alvarado-Niles Road, one of the largest streets, runs from Alvarado to Fremont's Niles district.

Active rail lines split both the east and west sides of town, and many commutes include a wait for an Amtrak or freight train. Decoto Road crosses the Union Pacific tracks at street level, and the city's BART pedestrian crossing project calls for new, longer concrete panels there. Quarry Lakes Parkway, a planned link between I-880 and Mission Boulevard, has been Union City's project since March 2018.

Tickets in Union City come from two agencies. The Union City Police Department, set up in 1966, patrols city streets. On I-880 and the state routes the ticket usually comes from the California Highway Patrol, whose Dublin, Hayward, Oakland and Redwood City Areas serve Alameda County. Either one goes to Alameda County Superior Court, and the agency does not change the traffic school rules.

The state Office of Traffic Safety ranks Union City among 103 California cities with 50,001 to 100,000 residents, where 1st is worst. Its 2023 figures count 124 people killed or injured in crashes in the city, 90th in the group. Pedestrians were 27 of them, up from 15 in 2022, and that count ranked Union City 14th. Speed-related crashes numbered 15 and ranked 92nd, near the safe end.

Union City police answered 641 traffic collision calls in 2023 and investigated two deaths, and the department's grant report says pedestrians and bicyclists played a significant role in those collisions. An Office of Traffic Safety grant for the 2024 to 2025 fiscal year paid for DUI checkpoints, directed enforcement where violations happen more often, attention to drivers on cell phones, and pedestrian and bicycle enforcement.

Union City has no courthouse. Its tickets go to Alameda County Superior Court, and the nearest of the court's three traffic locations is the Fremont Hall of Justice at 39439 Paseo Padre Parkway, DMV court code 01430, whose clerk's office answers at (510) 818-7500. The Hayward Hall of Justice no longer takes traffic, because its traffic clerk's office moved to Fremont in 2011. Your courtesy notice names the courthouse for your case.

Traffic school is something you request from the court. Alameda County Superior Court asks you to pay the bail and a state-mandated traffic school administrative fee before signing up with a school. The court sets both amounts, and your courtesy notice shows the bail and the date to finish. Mirai Traffic School's course is a separate $24.99. You need a license that was valid when you were cited, and no traffic school for another violation in the 18 months before this one, measured violation date to violation date. The ticket must be a moving violation, not a misdemeanor, with no alcohol or drugs, no commercial vehicle and no mandatory court appearance. Speeds 25 mph or more over the limit are excluded. The court has the final word.

After the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Before the date on your notice, check your case with the court and confirm that your name, license number and court code match.

Questions

Frequently asked questions

What drivers ask most about handling a Union City citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

To Alameda County Superior Court. The court hears traffic in three buildings, and the one nearest Union City is the Fremont Hall of Justice at 39439 Paseo Padre Parkway. The Hayward Hall of Justice is not one of them. The court does not publish which city goes where, so rely on your courtesy notice.

$24.99 for the course and its final exam. The court's bail and its traffic school administrative fee are separate, and Alameda County wants both paid before you sign up with a school. A course receipt does not prove the court allowed traffic school.

The court decides, as with any moving violation. Driving through, around or under a crossing gate while it is closed breaks Vehicle Code 22451. Alameda County's traffic school page does not name that section among its exclusions, so the county's usual conditions apply. Freight and Amtrak trains cross both sides of Union City, so when the gate is down, wait.

Impaired and distracted driving, and the safety of people on foot and on bikes, according to the department's grant report for 2024 to 2025. In Alameda County a ticket that involves alcohol or drugs cannot go to traffic school. For other moving violations, the court decides whether you may attend.

On the date Alameda County Superior Court sets, which your courtesy notice shows. Miss it and the court keeps your bail, reports a conviction to the DMV, and a point lands on your driving record. If you need more time, ask the court before the date passes, because the court says extensions may not be granted on delinquent matters.

The Union City Police Department on city streets, and the California Highway Patrol on I-880 and the state routes. The CHP serves Alameda County from its Dublin, Hayward, Oakland and Redwood City Areas. Both send tickets to Alameda County Superior Court under the same traffic school rules.
