What the local roads, speed limits and court mean for your citation in San Pablo.
The Census Bureau estimates 31,678 people in San Pablo on July 1, 2025, on 2.624 square miles of land. Interstate 80 is the state highway that crosses the city. San Pablo Avenue runs through it on the way from the Alameda County line to Contra Costa College, and Rumrill Boulevard links San Pablo Avenue with Costa Avenue.
Tickets in San Pablo come from two agencies. The San Pablo Police Department patrols city streets such as San Pablo Avenue and Rumrill Boulevard. The California Highway Patrol's Oakland Area names San Pablo among the communities it serves and covers the state highways, Interstate 80 among them. Whichever agency writes the ticket, it goes to Contra Costa County Superior Court under the same traffic school rules.
The California Office of Traffic Safety's 2023 rankings count 150 people killed or injured in San Pablo crashes, 10th of 93 cities of similar size, where 1st is the worst result. Hit-and-run collisions that killed or hurt someone numbered 37, the worst in the group. There were 19 pedestrian victims, 5th, and 27 people killed or hurt in alcohol-involved crashes, 7th. Speed-related fatal and injury collisions numbered 26, 9th. These counts describe the city's roads as a whole, not fault in any one driver's case.
The city rebuilt Rumrill Boulevard as a complete street. Separated and protected bike lanes now run its whole length from San Pablo Avenue to Costa Avenue, with flashing beacons at crosswalks, better lighting, median islands and wider sidewalks, and the design reduced the number of travel lanes. A city update in May 2025 said the project was officially completed earlier that year.
San Pablo Avenue is a regional safety problem as well. The Contra Costa Transportation Authority is studying about 5.5 miles of the avenue, including portions of El Cerrito, Richmond and San Pablo. From July 2020 through June 2025, 35 people were severely injured and 6 were killed along that segment, and 4 of the 6 were walking or biking. Those figures cover all three cities, not San Pablo alone.
Adult traffic tickets from San Pablo go to the George D. Carroll Courthouse at 100 37th Street in Richmond, DMV court code 07460, where visitors enter from Bissell Avenue. The courthouse page lists San Pablo among the communities it serves, and the court's Where to File table sends ZIP code 94806 to the same building. The court's main line is (925) 608-1000.
You ask the court for traffic school. Contra Costa County Superior Court collects the fine plus its own traffic school administrative fee, and the reminder notice shows both amounts along with your due date. Mirai Traffic School's course is a separate $24.99. The court's general rule is a valid California license and no traffic school in California in the past 18 months, counted from one violation date to the next. Your notice says whether your ticket qualifies, and the court makes the final decision.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The court still puts it on you to make sure the certificate arrives, so check your case before the due date and confirm that your name, license number and court code 07460 match.
