What the local roads, speed limits and court mean for your citation in Pinole.
The Census Bureau estimates 18,543 residents in Pinole on July 1, 2025. The city lies on San Pablo Bay between Richmond and Hercules, and its limits reach out over the water, so the Census counts 6.657 square miles of water inside them and 5.104 of land. Interstate 80 gives Pinole three exits, at Richmond Parkway and Fitzgerald Drive, at Appian Way and at Pinole Valley Road. San Pablo Avenue runs through Old Town, and Fitzgerald Drive carries the shopping district.
Tickets in Pinole come from two agencies. The Pinole Police Department patrols city streets such as Appian Way, and the city's safety plan says it concentrates traffic enforcement on the roads with the most violations. The California Highway Patrol's Contra Costa, Dublin, Marin and Oakland Areas serve Contra Costa County, and the Highway Patrol handles stops on Interstate 80. Either way the case goes to Contra Costa County Superior Court, and its traffic school rules do not depend on which agency wrote the ticket.
The California Office of Traffic Safety ranks Pinole among cities of 10,001 to 25,000 people. Its 2023 figures count 7 people killed or injured in Pinole crashes, 94th of 103, where 1st is the worst result. One pedestrian and one bicyclist were among the victims, and police made 29 DUI arrests, 42nd in the group.
Pinole's Local Roadway Safety Plan, a final report dated February 15, 2023, studied the 311 collisions reported on city streets from 2015 through 2019 and set aside crashes on state routes, so Interstate 80 is not in its numbers. In 9 collisions someone was severely injured, and none was fatal. Unsafe speed was the most common factor, in 24 percent of collisions, followed by improper turning at 21 percent, and 84 percent of injury collisions happened within 250 feet of an intersection. Appian Way at Fitzgerald Drive had the most injury collisions of any intersection, 7, and Pinole Valley Road between San Pablo Avenue and Collins Avenue led the street segments with 10. In September 2026 the city broke ground on a road rehabilitation that starts on Shea Drive and adds raised crosswalks and speed bumps.
Traffic tickets written in Pinole go to Contra Costa County Superior Court at the George D. Carroll Courthouse, 100 37th Street in Richmond, under DMV court code 07460. The court's page for that building lists Pinole among the communities it serves, along with Hercules, San Pablo and El Sobrante. The court's phone number is (925) 608-1000. Contra Costa assigns each traffic case by where the ticket was written and also hears traffic in Walnut Creek and Pittsburg, so the courthouse on your ticket and reminder notice has the final word.
You ask the court for traffic school, and your courtesy notice says whether your ticket is eligible. The court charges the fine plus its own traffic school administrative fee, sets both amounts and shows them on the notice with your due date. Mirai Traffic School's course is a separate $24.99. To qualify under Contra Costa's rule, you need a valid California license and no traffic school in California in the past 18 months, measured from one violation date to the next. The court makes the final decision.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The court still makes you responsible for seeing that it receives your certificate, so check your Pinole case before the due date and confirm that your name, license number and court code 07460 match. Completing the course keeps one conviction in any 18-month period confidential and off your driving record.
