What the local roads, speed limits and court mean for your citation in Stockton.

The Census Bureau estimates 324,597 residents in Stockton on July 1, 2025. Charles Maria Weber founded the city during the Gold Rush in 1849. Interstate 5 and State Route 99, inland California's main north and south routes, both pass through it, and State Route 4 crosses it toward the Bay Area on one side and the Sierra Nevada foothills on the other. Robert J. Cabral Station is the northern end of the Altamont Corridor Express, the commuter train to San Jose.

Tickets in Stockton come from two agencies. The Stockton Police Department patrols the city's streets, March Lane among them, and the California Highway Patrol's Stockton Area and Tracy Area serve San Joaquin County, including Interstate 5, State Route 99 and State Route 4. The Highway Patrol's Stockton office says it serves the people of the county and everyone who works in or commutes through its Area. Whichever agency stops you, the ticket ends up at San Joaquin County Superior Court under the same traffic school rules.

The California Office of Traffic Safety's 2023 rankings count 1,913 people killed or injured in Stockton crashes, 3rd of 15 cities of similar size, where 1st is the worst result. Speed was the sharpest problem, with 390 speed-related crashes that killed or hurt someone, ranking 2nd. Pedestrians killed or injured numbered 129, 6th, bicyclists 88, 5th, and hit-and-run crashes with victims 289, 4th. DUI arrests in the city came to 266, 4th in the group.

On Pacific Avenue, the Miracle Mile between Alpine Avenue and Harding Way has state funding from Assembly Bill 179 of 2022 for pedestrian crossings and other public safety improvements. A workgroup of community members studied the design from the fall of 2023 through the spring of 2024 and makes recommendations to the city.

Adult traffic tickets from Stockton go to San Joaquin County Superior Court, whose Traffic Division is on the second floor of the Stockton Courthouse at 180 E. Weber Avenue. The division hears Vehicle Code violations, infractions, local ordinance cases and some minor misdemeanors, such as driving on a suspended license, and its line is (209) 992-5692. Its DMV court code, 39460, is the one adult traffic code the county has. The court also takes traffic in Manteca and Lodi, so check that your citation names Stockton before you enroll.

To get traffic school you ask the court, and San Joaquin County Superior Court charges an administrative fee in addition to the bail on your courtesy notice. The notice shows both amounts and the date to finish. Mirai Traffic School's $24.99 is paid to the school, separately. The court's conditions are short. You need a valid California license, no traffic school assigned or attended in the last 18 months, and a charge that is an infraction rather than a misdemeanor, with no mandatory appearance. Speeding counts only up to 25 mph over the posted limit and 100 mph, and some serious violations are left out.

When you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The fines and fees you posted are forfeited if traffic school is not completed. If no courtesy notice reaches you, the court's case search shows whether the agency that stopped you has sent your Stockton citation to the court.

Questions

Frequently asked questions

What drivers ask most about handling a Stockton citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

San Joaquin County Superior Court. Its Traffic Division sits on the second floor of the Stockton Courthouse at 180 E. Weber Avenue, code 39460, phone (209) 992-5692. Manteca and Lodi hear traffic as well, so go by the courthouse your citation names.

$24.99 covers the online course and its final exam. The bail and the administrative fee are a separate bill from San Joaquin County Superior Court, shown on your courtesy notice, so settle the court's side as the notice directs. The course receipt is not proof that you paid the court or that it allowed traffic school.

The Office of Traffic Safety counts 1,913 people killed or injured, 3rd of 15 similar cities. Speed-related fatal or injury crashes numbered 390, 2nd, pedestrians 129, 6th, bicyclists 88, 5th, and hit-and-run crashes with victims 289, 4th. The numbers describe Stockton's roads overall and do not decide any one driver's case.

San Joaquin County Superior Court sets the due date and prints it on your courtesy notice. If the notice does not come, search the court's case system or call the Traffic Division, because following up on a missing notice is your responsibility.

Mirai Traffic School files it electronically in the DMV's Traffic Violator Course Completion system under license E0756, and the court retrieves it from that system. Keep your Mirai Traffic School confirmation with the Stockton citation number until the case shows the course as done.

The Stockton Police Department on city streets, and the California Highway Patrol's Stockton Area and Tracy Area on Interstate 5, State Route 99, State Route 4 and the county's other state highways. All of these tickets go to San Joaquin County Superior Court, and the traffic school rules do not depend on the agency.
