Lathrop roads, crash data and traffic court
What the local roads, speed limits and court mean for your citation in Lathrop.
The Census Bureau estimates 42,783 residents in Lathrop on July 1, 2025, up from 29,124 on July 1, 2020. Interstate 5, Interstate 205 and State Route 120 all cross the city. River Islands Parkway meets Interstate 5 at the Louise Avenue interchange, which Caltrans calls an important link to the freeway for Lathrop and the surrounding community.
Tickets in Lathrop come from two agencies. The Lathrop Police Department, which opened to the public on June 29, 2022, patrols city streets such as River Islands Parkway and Louise Avenue. Its Traffic Unit investigates collisions, writes citations, checks speeds with laser and radar and moves speed display trailers around the city. The California Highway Patrol's Stockton and Tracy Areas serve San Joaquin County. Whichever agency writes it, the ticket goes to San Joaquin County Superior Court under one set of traffic school rules.
The California Office of Traffic Safety's 2023 rankings count 148 people killed or injured in Lathrop crashes, 17th of 93 cities of similar size, where 1st is the worst result. The city's worst ranks involve children. Crashes killed or injured 5 bicyclists under 15, 5th in the group, and 4 pedestrians under 15, 4th. Across all ages, 16 bicyclists were killed or injured, 8th, alcohol was involved for 25 victims, 13th, and speed-related fatal or injury crashes numbered 24, 17th. These counts describe the whole city, not fault in any one case.
Growth is the reason for the city's biggest road project. Caltrans says significant economic growth is projected west of the Interstate 5, Louise Avenue and River Islands Parkway interchange, and that expected traffic far exceeds what the existing interchange can carry. The planned improvements aim to reduce congestion, improve traffic operations at the interchange and improve east-west travel in Lathrop between State Route 99 and Interstate 5.
Adult traffic tickets from Lathrop go to San Joaquin County Superior Court, which hears traffic at courthouses in Stockton, Manteca and Lodi. The court does not publish which courthouse takes Lathrop tickets, so go by the one printed on your citation. The court's one adult DMV code, 39460, belongs to the Stockton Courthouse at 180 E. Weber Avenue, whose traffic line is (209) 992-5692. A notice that names Manteca or Lodi means a call to that courthouse to confirm the code before you enroll.
Traffic school is a request to the court, made the way your courtesy notice describes. The court adds an administrative fee to the bail printed on the notice, and the school collects its own fee separately. Mirai Traffic School charges $24.99. San Joaquin County asks for a valid California license, no traffic school assigned or attended in the last 18 months, an infraction and not a misdemeanor, and no section that requires a mandatory appearance. Speed must stay within 25 mph over the posted limit and at or under 100 mph, a commercial license holder must have been in a personal vehicle, and some serious violations are excluded. The court keeps all fines and fees posted if traffic school is not completed.
When you pass the final exam, Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Check your case before the date on your notice and compare your name, license number and court code, so a mismatch can be corrected in time.
