Benicia roads, crash data and traffic court
What the local roads, speed limits and court mean for your citation in Benicia.
The Census Bureau estimates 26,401 residents in Benicia on July 1, 2025. Two interstates cross the city. Interstate 680 comes in from the south over the Benicia-Martinez Bridge, and Interstate 780 links Benicia with Vallejo to the west. The city counts East 2nd Street, Military and Southampton Road among its arterial roads.
Tickets in Benicia come from two agencies. The Benicia Police Department patrols city streets such as Military West and East 2nd Street, and residents can ask it for directed enforcement where vehicles speed or traffic causes problems. The California Highway Patrol's Solano Area serves residents and travelers across Solano County, including on Interstate 680 and Interstate 780. Both kinds of ticket go to Solano County Superior Court, which applies the same traffic school rules to each.
The California Office of Traffic Safety's 2023 rankings count 62 people killed or injured in Benicia crashes, 58th of 93 cities of similar size, where 1st is the worst result. The overall count sits in the better half of the group, but young drinking drivers stand out. Crashes with a drinking driver under 21 killed or injured 3 people, 5th in the group, and alcohol-involved crashes killed or injured 14, 23rd. Pedestrians numbered 10, 21st, and bicyclists 9, 22nd. These figures describe the city's roads, not fault in any one case.
Benicia operates and maintains 195 lane miles of roads, about 390 acres of paved surface. In November 2024 residents passed Measure F, a 0.5% sales tax set aside for repairing streets, potholes and sidewalks, and it took effect on April 1, 2025. For the first time, the extra money lets the city build a full road maintenance plan, with the goal of treating every residential street by 2040. Residential streets are split into 24 pavement zones, and part of the money goes each year to arterials such as East 2nd Street, Military and Southampton Road.
Solano County Superior Court hears adult traffic cases in Fairfield and in Vallejo. The courthouse nearest Benicia is the Solano Justice Building at 321 Tuolumne Street in Vallejo, which holds traffic arraignments and trials under DMV court code 48480, and its traffic clerk answers at (707) 561-7860. Your citation names the court location your case is assigned to, and the court sends a courtesy notice by mail.
You ask the court for traffic school by your court due date, and you pay the fine plus the court's traffic school fee when you ask. The court sets those amounts and the date, and your courtesy notice shows them. It will not take a late request. Mirai Traffic School's course is a separate $24.99. Solano County Superior Court asks for a valid driver's license, no traffic school in the past 18 months, no outstanding failure to appear or failure to pay, a moving infraction with no drug or alcohol violation, and no more than 25 mph over the posted limit. Finishing keeps one conviction in any 18 months confidential, and the court makes the final decision.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Before the date on your courtesy notice, look up your case through the court's traffic page and check that your name, license number and the court code printed on your citation match the record, so a mistake can still be fixed.
