Moraga's roads, crash record and traffic court

What the local roads, speed limits and court mean for your citation in Moraga.

Moraga is a town, not a city, formed in 1974 when Moraga Town, Rheem and Rheem Valley united. The Census Bureau estimates 16,322 residents on July 1, 2025, on about 9.5 square miles of land, with Orinda to the west, Lafayette to the north and Oakland to the southwest. Moraga Way, Moraga Road, Rheem Boulevard and Saint Mary's Road are the main roads linking the town with its neighbors. Moraga Road is the main north-south street, and a January 2024 count at the north town limit found 14,000 to 15,000 vehicles a day. Saint Mary's College has been in the valley since 1928.

Tickets in Moraga come from two agencies. The Moraga Police Department serves the entire town with 12 authorized sworn officers, and its patrol officers handle traffic enforcement and crash investigation. The California Highway Patrol's Contra Costa Area, Dublin Area, Marin Area and Oakland Area serve Contra Costa County. Both agencies send their tickets to Contra Costa County Superior Court.

The state Office of Traffic Safety compares Moraga with 103 California cities of 10,001 to 25,000 people, where rank 1 is the worst. For 2023 it counted 11 people killed or injured in Moraga crashes, 91st in the group, and two speed-related injury crashes, 86th.

On July 11, 2022, the Town Council adopted a Local Roadway Safety Plan built on crash reports from 2015 through 2019. In those years 190 collisions were reported on Moraga roads, 60 of them with injuries, and five killed or severely injured someone, one of them fatally. The plan put 165 of the 190, 87 percent, within 250 feet of an intersection. Moraga Road at Lucas Drive topped its list with six injury collisions, two of them severe, and 7 of the 11 intersections the plan flagged sit on Moraga Road. Across all crashes, failing to yield to another vehicle and improper turns were the most common causes.

By December 2025 the town had finished a safety project that added flashing beacons, fresh striping and signs, and better pedestrian crossings, among them Moraga Road at Corliss Drive. Near Campolindo High School the Moraga Road speed limit drops from 35 mph to 25 mph, and a January 2024 count found 68 people in the crosswalk there in the hour after school.

Moraga has no courthouse. Contra Costa County Superior Court's page for the Walnut Creek Juvenile and Traffic Center, at 640 Ygnacio Valley Road, lists four names from the Moraga area among the communities its traffic court serves: Moraga, Rheem, Canyon and St. Mary's College. The building holds traffic trials and arraignments under DMV court code 07480, and the court's phone is (925) 608-1000. Cases are assigned by where the citation was issued, and your reminder notice names the courthouse.

Traffic school is up to the court. Your courtesy notice, which the court also calls a reminder notice, says whether you qualify, what you owe, including the court's own traffic school fee, and your due date. Mirai Traffic School's course is a separate $24.99. As a rule, Contra Costa allows traffic school if you hold a valid California license and have not attended traffic school in California within the past 18 months, counted between violation dates.

Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The county still makes confirming the certificate your job, so look up your Moraga case before the due date. A completed program holds one conviction in any 18-month period confidential and keeps it off your driving record.

Questions

Frequently asked questions

What drivers ask most about handling a Moraga citation.

The statewide rules

The court for this city decides whether you may take traffic school, and you choose the school. Finishing it keeps one ticket in any 18 months confidential, with no point added. Our California traffic school rules page explains each rule with the law behind it.

Contra Costa County Superior Court, at the Walnut Creek Juvenile and Traffic Center, 640 Ygnacio Valley Road, code 07480. That building's list of communities served names Moraga along with Rheem, Canyon and St. Mary's College. The court assigns each case by where the citation was issued, and your reminder notice names the courthouse that has it.

Not with a traffic ticket. The court's Where to File page has a table by city and ZIP code that puts Moraga's 94556, 94570 and 94575 under the Wakefield Taylor Courthouse in Martinez, but that table is for other kinds of cases. The traffic section of the same page names Walnut Creek, Richmond and Pittsburg, and Wakefield Taylor's own page lists criminal, civil and probate cases only.

Mostly on Moraga Road and Moraga Way, going by the town's 2022 safety plan. From 2015 to 2019, the 3.1-mile stretch of Moraga Road and Canyon Road from Larch Lane to the north town limit had 10 injury collisions, the most of any corridor. The mile of Moraga Way from the town limit to Moraga Road had five, one of them severe. Darkness mattered too, since three of the five most serious crashes happened after dark.

Mirai Traffic School's course is $24.99 with the final exam. The fine and the traffic school fee go to the court on their own, and the reminder notice shows them.

Mirai Traffic School records your completion in the DMV's Traffic Violator Course Completion system under license E0756, and the county receives an electronic certificate from the online school. The court still asks you to confirm it arrived, so check before the date on your notice.

The Moraga Police Department, whose patrol officers handle traffic enforcement across the town, and the California Highway Patrol, whose Contra Costa, Dublin, Marin and Oakland Areas serve the county. Either way the ticket goes to Contra Costa County Superior Court, and the traffic school rules stay the same.
