The Census Bureau estimates 76,562 people in Napa on July 1, 2025. State Route 29, State Route 121 and State Route 221 all cross the city. Two of them run on streets that drivers know by name, since Soscol Avenue is Highway 221 and Imola Avenue is Highway 121.
Tickets in Napa come from two agencies. The Napa Police Department, founded in 1875, provides law enforcement for the City of Napa and has a Traffic Bureau. The California Highway Patrol's Napa Area patrols State Route 29 and State Route 121. Both send their tickets to Napa County Superior Court.
The Office of Traffic Safety's 2023 rankings count 313 people killed or injured in Napa crashes, 27th of 103 cities of similar size, where 1st is the worst result. Alcohol is the city's weak spot, with 56 people killed or injured in alcohol-involved crashes, 14th in the group. Crashes with a driver under 21 who had been drinking ranked 13th, and with a drinking driver aged 21 to 34, 12th. Pedestrians numbered 30, ranked 15th, and bicyclists 23, ranked 19th. The figures describe the whole city, not fault in any one case.
On September 6, 2022, the City of Napa adopted its first Local Roadway Safety Plan, which aims to reduce fatal and severe injury collisions on the city's roads. The plan found that from 2016 to 2020, 1,082 of the city's 1,207 collisions, 90 percent, happened at intersections. It identified four high-injury intersections, and the Napa Police Department chose them for its red-light cameras: Soscol and Imola avenues, Redwood Road and Solano Avenue, Soscol and Lincoln avenues, and State Route 29 and Trower Avenue.
The police department manages the camera program, and a department designee reviews each citation before it goes out. A red-light conviction adds one point to your driving record. If you were not the driver, do not pay the fine. The back of the citation has a section for naming the driver. A red-light camera ticket can still qualify for traffic school, but the city warns that you must contact the court before you apply for a fine reduction, or you will not be allowed to attend.
Adult traffic tickets from Napa go to Napa County Superior Court, at the Criminal Courthouse on 1111 Third Street. The Traffic Division on its first floor handles citations from agencies across the county under DMV court code 28100, and its line is (707) 299-1160. Local agencies file tickets with the court, and a new one takes time to reach the court's system. After that, the court mails a courtesy notice that explains the options for your ticket.
The court decides whether you get traffic school, based partly on the violations on the ticket. Its guidelines ask for a valid California driver's license, no traffic school in the 18 months since your last violation, speed no more than 25 mph over the limit, and no commercial vehicle at the time. Fines and the traffic school fee are paid to the court up front, and payment brings the date your course is due. Mirai Traffic School's $24.99 is paid to the school on its own. The court also warns that turning down traffic school when you are eligible may affect your insurance.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. A driver who does not finish, or fails, loses the fine and administrative fee, and the court reports a conviction to the DMV.
