Napa County roads, the Third Street courthouse and traffic school

What the roads, the courts and the rules mean for a citation in Napa County.

Napa County is built around one long valley, and most of its traffic follows it. State Route 29 runs north from American Canyon past Napa, Yountville and St. Helena to Calistoga, and the Silverado Trail follows the valley's eastern side. State Route 12 climbs from Interstate 80 at Fairfield through Jameson Canyon, meets Highway 29 south of Napa and turns west through Carneros toward Sonoma. State Route 128 crosses the eastern hills past Lake Berryessa. The Census Bureau estimates 132,949 residents for July 2025, down from 137,481 in 2020 and lower in every year between.

The California Office of Traffic Safety counted 859 people killed or injured in Napa County crashes in 2023. That ranks it 38th of 58, where 1st is the worst, so the total sits in the safer half of the state. Two rows rank much higher. Crashes involving alcohol killed or injured 158 people, 17th in California, and 8 pedestrians aged 65 or older were killed or injured, 7th. Speed-related crashes that killed or injured someone numbered 181, 28th. Speed decides traffic school here too, because the court rules out a speeding ticket more than 25 mph over the limit.

Napa County Superior Court handles traffic in one building. Its Traffic Division is on the first floor of the Criminal Courthouse at 1111 Third Street in downtown Napa. Law enforcement agencies across the county file their citations there, and the county's CTSI school list pairs its one DMV court code, 28100, with the same address. The California Highway Patrol's Napa Area patrols the county's unincorporated roads, and its tickets reach the same Third Street courthouse as those from city police. Two other court buildings in Napa are easy to mistake for it. The Historic Courthouse at 825 Brown Street houses the juvenile filing office, and the Juvenile Hall Courthouse on Old Sonoma Road holds juvenile detention hearings. Neither appears on the court's traffic pages.

The court sets its own traffic school fee and the date your completion is due. If you are eligible, you pay the ticket's fines and the traffic school fee up front, and the court gives you the due date when you pay, so write it down. A new citation takes time to reach the court, which then mails a courtesy notice to the address on the ticket. If no notice has come as the Pay or Appear date on your citation gets close, look the ticket up on the court's traffic page or call. Pay but skip the course, and the court keeps the fine and the administrative fee and reports a conviction to the DMV. Failing to appear or to pay can also bring a civil assessment.

Two more details are local to Napa. The first is the state's online tool for asking the court to lower a fine. The court tells anyone who wants traffic school to contact it directly at (707) 299-1160 instead, and the City of Napa warns that a driver who requests a reduction before calling the court will not be allowed to attend. The second is the city's red light cameras. Its program page dates the first one, at Soscol and Lincoln avenues, to December 19, 2024, and names three more intersections: Soscol and Imola avenues, Redwood Road and Solano Avenue, and State Route 29 at Trower Avenue.

Questions

Frequently asked questions

What drivers ask most about a Napa County citation.

The statewide rules

Every ticket written in this county goes to its superior court, which decides whether to allow traffic school. Once in any 18 months, a completed licensed course makes the conviction confidential and adds no point. The statewide rules and their sources are on our California traffic school rules page.

The Criminal Courthouse at 1111 Third Street in Napa, where the Traffic Division processes citations from law enforcement agencies across the county. The court's traffic school page lists the steps for signing up, and the division answers questions at (707) 299-1160.

Expect two separate payments. The court collects the ticket's fines and its own traffic school fee first, and it does not list that fee online, so check your courtesy notice or ask the clerk. Mirai Traffic School charges $24.99 for the course, which covers every lesson and the final exam. If you cannot afford the fine, call the court before you ask the state's online tool for a reduction, or you may lose traffic school.

The court decides, not Mirai Traffic School. Its guidelines ask for a valid California driver's license and no traffic school in the 18 months since the date of your last violation. A speeding ticket cannot be more than 25 mph over the limit, and you cannot have been driving a commercial vehicle when you were cited.

Yes. The court sends drivers either to the DMV's search of licensed schools or to the California Traffic Safety Institute list, and the CTSI list for Napa County shows Mirai Traffic School as E0756 with an internet course. No other school appears under that list's Japanese and Russian headings.

The court mails the young driver a date and time to appear, and a parent or legal guardian must come to the hearing. Napa County holds these hearings at the Criminal Courthouse. A citation for a correctable violation can be handled by mail.

Mirai Traffic School teaches the course from start to finish in English, Spanish, Japanese and Russian. For a hearing, Napa County asks you to fill out form INT 300 and hand it to any window clerk, with a new form for each hearing. Its filing windows offer telephone interpretation. Ask early, because a case may be continued when no interpreter is available.
