Oakley's roads, crash numbers and traffic court
What the local roads, speed limits and court mean for your citation in Oakley.
Oakley became a city on July 1, 1999, one of California's youngest. The Census Bureau estimates 47,583 residents on July 1, 2025, on 15.87 square miles of land reaching north to the Delta shoreline. State Route 4 once ran through downtown on Main Street. In January 2012 the state gave up that stretch and made the bypass the highway, and Laurel Road links Oakley with that freeway. The city's westernmost point is where State Route 4 meets State Route 160, which crosses the San Joaquin River on the Antioch Bridge to Sherman Island in Sacramento County.
Tickets in Oakley come from two agencies. The Oakley Police Department patrols city streets such as Main Street, Laurel Road and Empire Avenue. The California Highway Patrol's Contra Costa Area, Dublin Area, Marin Area and Oakland Area serve Contra Costa County, and the Contra Costa Area lists State Route 4 and all unincorporated roadways in the county among the roads it patrols. Tickets from either one go to Contra Costa County Superior Court, and its traffic school rules are the same for both.
In February 2025 the police told the City Council that officers wrote 2,038 traffic citations in 2024, 1,882 of them by the Traffic Unit, up from 561 in 2023. Reported collisions fell from 190 to 177 over those two years and fatal collisions from 3 to 1, while injury collisions rose from 42 to 53. The city's annual report for 2025 lists 3 traffic fatalities.
The California Office of Traffic Safety ranks Oakley against 93 cities of similar size, where 1st is the worst. Its 2023 rankings count 54 people killed or injured in Oakley crashes, 87th in the group, and 7 speed-related crashes, 82nd. Young pedestrians are the exception. Five pedestrians under 15 were killed or injured, 2nd of 93. The rankings describe the city's streets as a whole and say nothing about a single ticket.
In March 2024 the City Council adopted a Local Roadway Safety Plan to find high-risk intersections and corridors. That July a new speed survey lowered the limit on Sellers Avenue between East Cypress Road and Delta Road by 5 mph, to 45. Beside Oakley Elementary School, the city added bulb-outs, striping and signs on Norcross Lane, and construction finished in July 2025.
Oakley tickets go to Contra Costa County Superior Court's Richard E. Arnason Justice Center at 1000 Center Drive in Pittsburg. The court's page calls it the East County courthouse and lists Oakley among the communities it serves. The building holds traffic trials and arraignments under DMV court code 07465, and the court answers at (925) 608-1000. Traffic cases are assigned by where the citation was issued, and the reminder notice the court mails names the courthouse handling yours.
You ask the court for traffic school, and your courtesy notice says whether the ticket is eligible. The court sets the fine and a traffic school fee of its own and prints both on that notice with the due date. Mirai Traffic School's course is a separate $24.99. Contra Costa County Superior Court allows traffic school if you hold a valid California license and have not attended it in California in the past 18 months, counted from violation date to violation date. The final decision is the court's.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The court still makes it your job to confirm the certificate arrived, so look up your Oakley case before the due date. Finishing the course keeps one conviction in any 18-month period confidential, and it stays off your driving record.
