Rio Vista's river bridge, crash data and traffic court
What the local roads, speed limits and court mean for your citation in Rio Vista.
The Census Bureau estimates 10,523 residents in Rio Vista on July 1, 2025. State Route 12 and State Route 84 both run through the city, and Route 12 crosses the Sacramento River here on the Rio Vista Bridge, a two-lane vertical-lift bridge that carries cars and lets ships through. Every cargo ship going to or from the Ports of West Sacramento and Stockton passes it. In August 2018, damaged gears left the lift span stuck in the raised position, and cars could not cross until crews lowered it several days later.
Tickets in Rio Vista come from two agencies. The city contracts with the Solano County Sheriff's Office for police service, so the officers of the Rio Vista Police Department are sheriff's deputies. They drive city police cars, wear police uniforms and handle traffic investigation and enforcement on streets such as Main Street. The California Highway Patrol's Solano Area serves residents and travelers across Solano County, including on State Route 12 and State Route 84. Whichever agency stopped you, the ticket goes to Solano County Superior Court and follows the same traffic school rules.
The California Office of Traffic Safety's 2023 rankings count 27 people killed or injured in Rio Vista crashes, 17th of 103 cities of similar size, where 1st is the worst result. Speed-related crashes that killed or hurt someone numbered 8, 14th in the group. One pedestrian was killed or injured, 51st, and no bicyclists, 66th. OTS also lists 38 DUI arrests in the city that year. These counts cover the whole city and say nothing about fault in one driver's case.
Rio Vista is one of the seven cities the Solano Transportation Authority consulted on its countywide Local Road Safety Plan, which the authority's board adopted in 2022. The plan identifies high-crash locations on local roads from 2016 through 2020 and recommends safety treatments to cut future fatal and severe injury collisions. Rio Vista needs a plan like this to apply for the federal Safe Streets for All program and for future Highway Safety Improvement Program funding.
Solano County Superior Court hears adult traffic cases from Rio Vista. At the Hall of Justice, 600 Union Avenue in Fairfield, the court holds traffic arraignments and trials under DMV court code 48430, and the Fairfield traffic clerk takes calls at (707) 207-7360. The court's Vallejo branch at the Solano Justice Building hears traffic too, so go by the courthouse printed on your citation and courtesy notice.
You have to ask the court for traffic school. The court charges a traffic school fee on top of the fine, and your courtesy notice lists both along with the date to finish. Mirai Traffic School's course is a separate $24.99. Solano County Superior Court requires a valid driver's license, no traffic school in the 18 months before, counted from one violation date to the next, a moving infraction with no drug or alcohol charge, and a speed no more than 25 mph over the posted limit. Drivers cited in a commercial vehicle cannot take it. The court decides every request.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The court then reports the violation to the DMV as a confidential conviction. Look up your case with the court well before the due date and check that your name, license number and court code 48430 are right, which leaves time to correct an error.
