San Carlos roads, crash data and traffic court
What the local roads, speed limits and court mean for your citation in San Carlos.
The Census Bureau estimates 29,261 residents in San Carlos on July 1, 2025. US 101 carries Peninsula freeway traffic past the city, and State Route 82 is El Camino Real, the main road between Belmont to the north and Redwood City to the south. Caltrans road data for 2022 puts 89 centerline miles of road inside the city.
Tickets in San Carlos come from two agencies. The San Mateo County Sheriff's Office polices the city under contract through its San Carlos Police Services Bureau, a separate bureau backed by the full resources of the Sheriff's Office. On the state highways, the California Highway Patrol's Redwood City Area and Hayward Area serve San Mateo County. Whichever agency stops you, the ticket goes to San Mateo County Superior Court under one set of traffic school rules.
The California Office of Traffic Safety's 2023 rankings count 75 people killed or injured in San Carlos crashes, 40th of 93 cities of similar size, where 1st is the worst result. Older people on foot stand out. Pedestrians aged 65 and over numbered 4, 8th in the group, out of 9 pedestrians killed or injured in all, 33rd. Bicyclists numbered 10, 17th, and speed-related crashes that killed or hurt someone numbered 14, 26th.
San Carlos has its own chapter in the countywide Local Roadway Safety Plan. It found 281 reported crashes on the city's surface streets from 2018 through 2022, and 32 of them killed someone or caused a severe injury. Pedestrians were involved in 28 percent of those worst crashes, and driving too fast for conditions was the violation cited most in motor vehicle injury crashes, at 30 percent. The city's vision is to end traffic deaths and cut non-fatal crashes by 50 percent by 2050.
A ticket written in San Carlos is answered in South San Francisco. San Mateo County Superior Court hears all traffic arraignments at its Northern Branch, 1050 Mission Road, regardless of where in the county the citation was written, so a stop on El Camino Real ends up there too. The branch has no DMV court code of its own, and you enroll with the court code printed on your citation. The Traffic Division answers at (650) 363-4300, and the court mails a Notice of Bail to the address on the citation.
You ask the court for traffic school, and you pay the court first. It wants the full bail plus a non-refundable administrative fee before it lets you enroll, and your Notice of Bail shows both amounts and the due date. The court also says every traffic school charges its own registration fee, and Mirai Traffic School's is $24.99. To qualify you need a valid California driver's license, a violation worth no more than one point, speed no more than 25 mph over the limit, and no traffic school for a violation in the 18 months before. The court counts those 18 months from the earlier violation date to the new one, not from when you finished the earlier course. A ticket that became a failure to appear qualifies only after you resolve that charge and pay what the court ordered. The court makes the final decision.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. The DMV then keeps the conviction confidential, which it does for one conviction in any 18-month period. Miss the due date and you lose the bail and the fee, and the violation shows on your DMV driving record. Look up your case through the court's traffic page before that date and check your name, license number and court code.
