Foster City roads, crash data and traffic court
What the local roads, speed limits and court mean for your citation in Foster City.
The Census Bureau estimates 32,411 residents in Foster City on July 1, 2025. State Route 92 is the one state highway that crosses the city. Caltrans road data for 2022 counts 50 centerline miles of road inside Foster City, and local traffic runs on boulevards such as Foster City, Hillsdale, Shell, Edgewater and Beach Park.
Tickets in Foster City come from two agencies. The Foster City Police Department began in July 1965 as a Department of Public Safety, whose 10 original officers answered both police and fire calls, and it became a separate police department in the early 1980s. Today its Patrol Division includes a Traffic unit. On State Route 92, the California Highway Patrol's Redwood City Area and Hayward Area serve San Mateo County.
The California Office of Traffic Safety's 2023 rankings count 54 people killed or injured in Foster City crashes, 74th of 93 cities of similar size, where 1st is the worst result. Children on bicycles are the exception to that fairly good record. Bicyclists under 15 numbered 2, 23rd in the group, out of 5 bicyclists killed or injured in all, 48th. Pedestrians numbered 2, 83rd, and speed-related crashes that killed or hurt someone numbered 14, 39th.
The Foster City chapter of the countywide Local Roadway Safety Plan finds 150 reported crashes on the city's surface streets from 2018 through 2022, and 13 of them killed someone or left a severe injury. Pedestrians were in 13 percent of all crashes but 46 percent of those worst ones, and four of the six fatal or severe pedestrian crashes happened in the dark. Too fast for conditions was the violation cited most in motor vehicle injury crashes, at 39 percent. The city aims to end traffic deaths and cut non-fatal crashes by 50 percent by 2050.
The plan places parts of Foster City Boulevard, Hillsdale Boulevard, Shell Boulevard and Metro Center Boulevard on the countywide high injury network. It scopes two intersection projects, a pedestrian crossing with a hybrid beacon at Shell Boulevard and Civic Center Drive, and pedestrian countdown signals with a bike box at Marlin Avenue and Foster City Boulevard. Residents who commented online and at Foster City Summer Days in August 2023 reported speeding and asked for traffic calming, especially near school zones.
A Foster City ticket is heard in South San Francisco. San Mateo County Superior Court hears every traffic arraignment at its Northern Branch, 1050 Mission Road, wherever in the county the citation was written. No DMV court code belongs to that branch, so enroll with the code printed on your ticket. The court sends a Notice of Bail by mail to the address on the citation, and the Traffic Division's number is (650) 363-4300.
Traffic school has to be requested from the court, which collects first. The full bail and a non-refundable administrative fee must be paid before the court lets you enroll, and your Notice of Bail gives both amounts and the due date. The traffic school charges its own registration fee, and Mirai Traffic School's is $24.99. You are eligible with a valid California driver's license, a violation carrying no more than one point, a speed not more than 25 mph over the limit, and no traffic school for a violation committed in the last 18 months. Those 18 months run from the earlier violation date to the new one. A failure to appear must be resolved, and any fine or civil assessment paid, before that ticket qualifies. The court makes the final decision.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Completing the course lets the DMV keep the conviction confidential, which it does for one conviction in any 18-month period. If the due date passes without a completion, you forfeit the bail and the fee, and the violation shows on your DMV driving record. Look up your case through the court's traffic page ahead of that date and make sure your name, license number and court code match.
