Plumas County ranks 6th for crash victims, and every ticket goes to Main Street in Quincy

What the roads, the courts and the rules mean for a citation in Plumas County.

Plumas County had 18,583 residents in the Census estimate for July 1, 2025, down from 19,794 in 2020. State Route 70 climbs the Feather River country to Quincy and Portola, State Route 89 runs through Graeagle, and State Route 36 passes Lake Almanor. In 2023 the California Office of Traffic Safety counted 92 people killed or injured in county crashes, 6th of 58 counties in a ranking where 1st is the worst. Speed-related crashes also rank 6th, and pedestrian victims 5th.

Plumas County Superior Court handles adult and juvenile traffic at one building, the Plumas County Courthouse at 520 Main Street in downtown Quincy. The court lists no other location, so tickets from Portola and from the CHP's Quincy and Susanville Areas, which patrol the county, come here too. The court then mails a courtesy notice to the address on the citation. If it has not come before the appearance date at the bottom of your ticket, call the court at (530) 283-6232.

To take traffic school, you pay the bail on your citation plus the court's traffic school fee before your appearance date. The court sets the fee and the time to finish, counted from your payment, and your notice and the court's traffic page show both. A late certificate turns the fee into forfeited bail, and the violation goes to the DMV as a conviction. The court makes delivery your responsibility, so check with the clerk that your certificate arrived on time.

Questions

Frequently asked questions

What drivers ask most about a Plumas County citation.

The statewide rules

Every ticket written in this county goes to its superior court, which decides whether to allow traffic school. Once in any 18 months, a completed licensed course makes the conviction confidential and adds no point. The statewide rules and their sources are on our California traffic school rules page.

Two payments. The court collects the bail on your citation plus its own traffic school fee, and your courtesy notice shows the amounts. Mirai Traffic School's course is $24.99, paid to us. If you cannot afford the fine, you can ask the court to reduce it based on your ability to pay, with proof that you lack the means.

Check your courtesy notice first, since it shows your initial eligibility. Then pay the bail and the court's traffic school fee before your appearance date. The court will not accept a certificate until both are paid.

The court sets the time, counted from the day you pay, and its traffic page shows it. Once the court has your certificate, it closes the case and reports it to the DMV as a confidential conviction.

The court decides, not Mirai Traffic School. You need a valid license and no traffic school in the past 18 months. A clerk cannot allow it for speeding 25 or more over the limit, alcohol or drug violations, or a violation worth more than one point.

You still have to deal with it, because the court requires drivers to handle tickets even if they do not live in California. To contest it without the drive to Quincy, ask for a trial by declaration and pay the full bail in advance.

The DMV's list of licensed traffic schools, which the court links from its traffic page. Mirai Traffic School holds DMV license E0756, so it is on that list.

Mirai Traffic School teaches the course in English, Spanish, Japanese and Russian. The court's traffic and location pages do not describe interpreters, so ask the clerk at (530) 283-6232 well before your date.
