What the local roads, speed limits and court mean for your citation in Lincoln.
The Census Bureau estimates 57,367 residents in Lincoln on July 1, 2025. State Route 65 is the state highway through the city. The California Highway Patrol describes it as the road that leads north from Interstate 80 to the growing cities of Roseville, Rocklin and Lincoln and on toward the Yuba-Sutter counties.
Tickets in Lincoln come from two agencies. The Lincoln Police Department serves the entire city, and its dispatch center sits in the same building as the department. The California Highway Patrol's Auburn Area handles traffic and collision work in unincorporated Placer County and counts State Route 65 among its key corridors. Both send tickets to Placer County Superior Court, which uses the same traffic school rules for each.
The California Office of Traffic Safety's 2023 rankings count 75 people killed or injured in Lincoln crashes, 97th of 103 cities of similar size. Rank 1 is the worst result, so Lincoln sits near the safer end of its group. Speed-related crashes that killed or hurt someone numbered 8, 99th. Motorcyclists ranked higher, with 9 killed or injured, 31st, and hit-and-run crashes that killed or hurt someone numbered 12, 47th. The figures describe the city's roads as a whole, not fault in any one driver's case.
The city is rebuilding Lincoln Boulevard in phases, from south of Sterling Parkway to north of Seventh Street, to add pedestrian, bicycle and Neighborhood Electric Vehicle routes. The Highway Safety Improvement Program part of the work covers signal timing at 11 traffic signals along the boulevard and Class II NEV and bike lanes from Sterling Parkway to 1st Street. Phase 3, now complete, shortened pedestrian crossings and added ADA compliant ramps and bike access along First and Fifth Streets. A later phase would turn the stretch from Ferrari Ranch Road to 1st Street into a three-lane road with a landscaped median, NEV lanes and wider sidewalks, and city staff are looking for grants to build it.
Lincoln tickets are heard in Roseville. Placer County Superior Court takes traffic cases at the Hon. Howard G. Gibson Courthouse, 10820 Justice Center Drive, under DMV court code 31455, and the clerk's line is (916) 408-6000. The court's traffic page names one other traffic courthouse, in Tahoe City, so go by the courthouse printed on your citation. Before you travel, the court asks you to confirm on its case portal that it has received your citation.
You ask the court for traffic school after you pay the fine and the court's administrative fee. The court sets that fee and your completion due date, and a bail notice lists them when one arrives. The court calls that notice a courtesy, so do not wait for it. Mirai Traffic School charges a separate $24.99 for the course. Under Placer's rules you qualify if you have not completed traffic school within 18 months of this citation, were not more than 25 mph over the safe speed and were not driving a commercial vehicle. An alcohol or drug charge or a two-point violation rules it out. The court has the final say.
Mirai Traffic School reports your completion to the DMV electronically, and the court retrieves it from there. Placer requires the certificate to reach the court by your completion due date, and a link on its traffic school page lets you check that it did. Compare your name, license number and court code 31455 before that date, so a mismatch can still be fixed. When you finish, the court holds one conviction in any 18-month period confidential, and it stays off your driving record.
